Rwanda: Management Compromising Higher Education Policies?

Education expenditure accounts for 15% of the national budget of Rwanda, of which 9.5% is allotted to higher education. However, recent developments at some of our higher institutions of learning put this figure to question as to its usefulness.

Currently, there are over 30,000 students in higher institutions of learning in Rwanda. Therefore administrators and many private individuals have taken advantage of the need for university education to exploit the population for a quick buck.
