Degree needed to teach in Taiwan - ESL Teaching

Hi,
I was just curious about whether you needed a university degree to teach in Taiwan or would a TESOL certificate be sufficient?

Depending on the power of the school, sometimes just a TESOL certificate and passport from a native English speaking country would be sufficient.

However, the norm is a university degree is required.
