I can only go by what I have personally seen. I have placed teachers in Taiwan that have a diploma and TEFL certificate, and they did get an ARC.

Whilst it's not a clear-cut YES / NO answer you would get from the authorities, you just have to try it to see for yourself. The same thing happened in Japan - I placed a teacher with only a Diploma and he got his work permit.
