You can get the EFL Certification online through various agencies - one of the more reputable ones people seem to be going with is i-to-i but there are others as well.

As for the hours, not sure about Korea really, but here in China a 60 hour course doesn't get you anything more than a 40 hour course could. If you decide to take the 60 hour course it will cost you more, but you might get something more out of it for yourself as well. Totally up to you.
