Hi Michael,

Anytime outside of the Golden Week, Obon and New Year is fine. There are jobs all year round in Japan. But if you are looking for the absolute best time, it would be from February to March as schools start recruiting for the new school year which begins in April.

Nothing wrong with applying whilst on a tourist visa. You just can't work though til you get a work (humanities) visa.
