You should bother. Apply at every chance you have, both offline, online, in person or whatever.

I'd leave this just as a rumour. Really not your problem about whether recruiters get a cut or not. Your concern should be just getting an ideal job.
As you have an Asian appearance, I would suggest getting a TEFL certificate. Many applicants hold this minimum nowadays, so don't limit your chances by not holding a TEFL certificate.
