She is right. I have known many teacher's who have got their visa yet they don't hold a bachelor's degree. Depends on the size and power of the school applying for your visa. Of course, a bachelor's degree will help.

When I applied my working visa, I was located in Japan and there was no requirement for me to fly out to get the work visa issued.
